Every day, our Human Resources Specialists (LER) conduct extensive research into labor and employee relations cases, serve as management's representative in grievances, arbitration cases, and unfair labor practice/impasse hearings, and provide guidance and consultation to management on administration of the negotiated agreement(s) and a variety of labor relations issues. This position of HUMAN RESOURCES SPECIALIST (LABOR AND EMPLOYEE RELATIONS) starts at a salary of $86,489.00(GS-13 step 1), with promotion potential to $112,434.00 (GS-13 step 10). As a Human Resources Specialist (Labor and Employee Relations), you will be responsible for performing the full range of labor and employee relations activities in support of management's goal to establish and maintain effective relationships with labor organizations that represent agency employees and improve the performance and efficiency of the organization. You will:
Modify guidelines to resolve complex, precedent-setting labor and employee relations issues.
Propose new policies regarding labor and employee relations.
Conduct extensive research into labor and employee relations cases to identify trends, patterns, or aggravating/mitigating circumstances.
Negotiate and administer precedent-setting settlement agreements.
Apply a wide range of Labor and Employee Relations theories, principles, methods, and techniques sufficient to address substantive precedent setting issues or problems characterized by complex, controversial, and sensitive matters, and ascertain their impact on the labor and employee relations program. QUALIFICATIONS REQUIRED:
GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience equivalent to at least the GS-12 grade level in the Federal government, with the skills needed to perform successfully duties of the position. You must have experience performing the following duties:
Modifying guidelines to resolve complex, precedent-setting LER issues.
Proposing new policies regarding LER.
Conducting extensive research into cases to identify trends, patterns, or aggravating/mitigating circumstances.
Negotiating precedent-setting settlement agreements.
Representing management in precedent-setting unfair labor practice/impasse hearings.
Educational Substitution: There is no educational substitution at this grade level.
Probationary Period: You may be required to serve a probationary period of 1 year.
